Heydar Aliyev was entrusted with a lot of responsibilities when he was appointed to a high position in Moscow. As the Deputy Premier of the Soviet Union, Heydar Aliyev was supervising transport, which includes railway, automobile, air and sea transport, and the social sphere in general. Important fields of the USSR, such as education, science, and culture, were also under Heydar Aliyev’s supervision. I was Heydar Aliyev’s assistant in the social sphere. In total, Heydar Aliyev coordinated the work of more than 40 state enterprises. Another quality of his was his detailed study of each case. It was not enough to bring before him a single report, paper, or document related to the task. He was interested in every problem to the root, held discussions, and made all decisions very carefully. He had a good attitude towards his own employees and the employees of the apparatus. It was not a simple matter to meet a government representative in the corridors of the Kremlin. His employees and those around him highly appreciated it. Heydar Aliyev was a real statesman. He didn’t just look at the present situation, he thought about the future. Today’s modern Russian state and its people still benefit from the projects implemented as a result of Heydar Aliyev’s visionary policy.
