We recognize you as the son of the Azerbaijani people with an innate talent. The son who made an invaluable contribution to the development of Azerbaijani statehood. We also remember you as a brilliant son of the Soviet people. A son, who while being one of the heads of the state, contributed to the development of all the peoples of the USSR.

At a certain stage, it was decided to abolish the All-USSR correspondence institute of law, of which we are now the legal successor. The leadership of the institute turned to Heydar Aliyev for help. Heydar Aliyev, who was supervising this field, as always, made a wise decision, and our institute was saved from liquidation.
