Heydar Aliyev approached political and military issues in Azerbaijan with caution and did not make hasty decisions. Although the Baku Declaration speaks of the prospects for mutual cooperation in the defense and technical fields.

The fact that the issues of Russian-Azerbaijani cooperation are always open is considered one of the victories of Heydar Aliyev.

In the future, not only the presidents of the CIS, but also all statesmen who are going to negotiate with Putin, it would be appropriate for them to analyze Heydar Aliyev’s behaviour with Putin as an example. Aliyev showed smart pragmatism. Compromising only on symbolic and financial issues, he gladly gave Putin the opportunity to make sweeping statements. Aliyev proved that one can work closely with Putin without giving him everything he wants.
