Heydar Aliyev’s true fatherly concern for improving the situation of orphans in the Soviet Union at the state level will forever remain in my heart and in the memory of the Children’s Fund. The decision of the government, adopted in 1985 with the help of Heydar Aliyev, is still in force in Russia and is an example of the caring attitude of the state towards abandoned children.
