I would like to recall a little-known case related to Heydar Aliyev’s civil liability for Moscow State University. Heydar Aliyev, one of the leaders of the Union and a member of the Politburo, was also a curator of Moscow State University. Without his support, the university would probably not have been what it is today. Our science and education would hardly have risen to such a good level. He created an opportunity for Azerbaijani scientists to study at this university. The activities of Heydar Aliyev at that time played a big role in the development of the culture of our people.

All your bright and fruitful life and state activity are inextricably linked with the history of our country. When you were one of the leaders of the USSR – when you worked as the Deputy Premier of the Soviet Union during the years 1982-1987 – you did a lot for the development of science and education in our country. When you headed the Bureau for Special Affairs of the Council of Ministers, you helped Moscow State University many times.
