Dagestanis know you well, love and respect you. People were proud of you when you were the head of Azerbaijan and when you were the First Deputy Premier of the Soviet Union. All our hopes for the restoration of peace and stability not only in Azerbaijan but also in the Caucasus are built on you.

Dagestanis remember the situation existed in Azerbaijan several years ago before Heydar Aliyev came to power. The people of Azerbaijan were closely united only by the personality, influence, and political will of Heydar Aliyev. Now, as a strong state with great prospects, Azerbaijan is advancing on the path of progress. For this, the people of Azerbaijan are primarily grateful to Heydar Aliyev.

Dear Heydar Aliyev is loved in Dagestan not only as a prominent politician but also as a person who understands the problems and troubles of other peoples, including ethnic Dagestanis. We respect Heydar Aliyev also because, as an outstanding statesman, he understands the place of the subjects of the Russian Federation in our country, within Russia, and he appreciates the will of the people of Dagestan within Russia. Therefore, the inhabitants of Dagestan have a deep love, extensive respect, and sincere esteem for him. The course pursued by Heydar Aliyev for the further development of fraternal and state relations with the Russian Federation contributes to the further strengthening of friendship between the peoples of Azerbaijan and Dagestan. I want to note that Heydar Aliyev’s personal contribution to the political development, socio-economic and spiritual progress of Azerbaijani society makes him a great politician.

Without any script, only a person with unprecedented physical and spiritual qualities can stand and talk for an hour and a half without repeating a single word. Under your leadership all the glorious achievements of the Azerbaijani people are obvious. No matter how great the services of a political figure of any scale, he is always indebted to his people. But it seems to me that this cannot be said about you.

Heydar Aliyev, we, the people of Dagestan, who are your neighbors, know very well how you came to govern the republic during its troubled times and how you managed the honest work of the Azerbaijani people in a difficult situation. You pulled the country out of chaos, led your people, united, and inspired them as a leader.

Heydar Aliyev is rare and in many ways a unique personality, both because of his purely personal and human qualities, and because of his unique political path. Due to his familiarity with the life and traditions of the people of Dagestan, Heydar Aliyev won the love and respect of every Dagestani.

In our republic, you are known as an influential statesman and supporter of democratic reforms.

A person has passed away, whose brilliant activity was aimed at the prosperity of his country and people, thanks to whom peace and harmony have been established in Azerbaijan, statehood has been strengthened and significant economic reforms have been carried out.
